Highlighting that over the past sixteen months, Andhra Pradesh has witnessed rapid development, with unprecedented progress under their Governments at the Union and state, Shri Modi noted that Delhi and Amaravati are working together towards accelerated growth. Shri Modi reaffirmed that by 2047, India will surely be a developed nation and the 21st century belongs to India and its 140 crore citizens. He announced the inauguration and foundation laying of several projects related to roads, electricity, railways, highways, and trade. These initiatives will strengthen connectivity across the state, boost industrial growth, and improve the ease of living for citizens. The Prime Minister emphasized that these projects will greatly benefit Kurnool and surrounding regions, and extended his congratulations to the people of the state.

Emphasising that energy security is essential for the development of any nation or state, the Prime Minister announced the launch of a transmission project worth approximately ₹3,000 crore in the power sector, which will further enhance the country’s energy capacity. He urged citizens not to forget past conditions amidst rapid development. Eleven years ago, Shri Modi said that under the opposition-led central government, per capita electricity consumption was less than 1,000 units, and the country faced challenges like blackouts. Thousands of villages lacked even basic electricity poles. He highlighted that today, from clean energy to total energy production, India is setting new records across all sectors. Electricity has reached every village, per capita consumption has increased to 1,400 units, and both industry and households are receiving adequate power supply, noted the Prime Minister.

The Prime Minister highlighted that Andhra Pradesh is a major hub of India’s energy revolution. He announced the launch of the Natural Gas Pipeline Project from Srikakulam to Angul, which will supply gas to approximately fifteen lakh households. He also inaugurated an LPG Bottling Plant in Chittoor, with a daily filling capacity of twenty thousand cylinders. This facility is expected to generate employment in the local transport and storage sectors and create new opportunities for the youth.

“Multi-modal infrastructure is developing rapidly across the country and we are focusing strongly on connectivity, from villages to cities and from cities to ports”, emphasised the Prime Minister. Announcing that Google’s AI Hub investment will include the development of a new International Subsea Gateway, the Prime Minister remarked that this gateway will comprise multiple international subsea cables reaching India’s eastern coast at Visakhapatnam. He stated that this project will establish Visakhapatnam as a major hub for AI and global connectivity, serving not just India but the entire world. He extended special congratulations to the people of Andhra Pradesh for this achievement.

Affirming that the development of Andhra Pradesh is essential for India’s progress, and the growth of Rayalaseema is vital for Andhra’s advancement, Shri Modi stated that the projects launched today on the soil of Kurnool will open new doors of employment and prosperity across every district of Rayalaseema, accelerating industrial development in the region.

The Prime Minister emphasized the need to establish new industrial corridors and hubs to accelerate Andhra Pradesh’s development. He stated that the government is developing Orvakal and Kopparthy as the new industrial identity of the state. Increasing investments in these regions are continuously generating new employment opportunities.

“Today, the world views India as the new manufacturing center of the 21st century, with the vision of Aatmanirbhar Bharat being the foundation of this success”, exclaimed the Prime Minister, emphasizing that Andhra Pradesh is emerging as a key contributor to the success of Aatmanirbhar Bharat. He remarked that previous governments neglected Andhra Pradesh’s capabilities, causing a setback to the entire nation. A state that could have propelled national progress was left to struggle for its own development. The Prime Minister expressed satisfaction that under their government, Andhra Pradesh’s trajectory is changing, with rapid growth in manufacturing. He announced the launch of an Advanced Night Vision factory in Nimmaluru, marking another step towards self-reliance in the defence sector. He added that this facility will enhance India’s capability to produce night vision equipment, missile sensors, and drone guard systems, and will elevate the country’s defence exports to new heights. He further remarked that the entire world had witnessed the success of Indigenous weapon systems during Operation Sindoor.

Expressing satisfaction that the Andhra Pradesh government has resolved to develop Kurnool as India’s drone hub, the Prime Minister stated that through the drone industry, several new sectors linked to futuristic technologies will emerge in Kurnool and across Andhra. He cited the success of drones in Operation Sindoor and affirmed that Kurnool will become a national strength in the drone sector in the coming years. Shri Modi reiterated the government’s vision of citizen-centric development, highlighting ongoing reforms aimed at simplifying citizens’ lives. Prime Minister Shri Narendra Modi launched various youth-focused initiatives worth more than Rs. 62,000 crore during Kaushal Deekshant Samaroh at Vigyan Bhawan in New Delhi today. Extending greetings to lakhs of students associated with ITIs across the country, as well as the students and teachers of Bihar, the Prime Minister recalled that a few years ago, the government initiated a new tradition of organizing large-scale convocation ceremonies for ITI students. He remarked that today marks another milestone in that tradition.

Prime Minister stated that today’s ceremony symbolizes the priority India accords to skill development. He announced the launch of two major initiatives for youth across the country in the fields of education and skill development. Shri Modi highlighted that under the ₹60,000 crore PM SETU scheme, ITIs will now be more robustly integrated with industries. He further informed that 1,200 skill labs have been inaugurated today across Navodaya Vidyalayas and Eklavya Model Schools nationwide.

Shri Modi shared that the initial plan for the event was to hold a convocation ceremony at Vigyan Bhawan. However, as he remarked, it turned into a grand celebration—“a case of gold adorned with embellishment”—with the proposal from Shri Nitish Kumar to elevate the occasion into a mega-festival. The Prime Minister highlighted that several schemes and projects have been dedicated to the youth of Bihar from this very platform. These include the establishment of a new Skill Training University in Bihar, expansion of facilities in other universities, the formation of a new Youth Commission, and the issuance of appointment letters for permanent government jobs to thousands of young individuals. He affirmed that these initiatives are a guarantee for a brighter future for Bihar’s youth.

Recalling the recent large-scale programme focused on employment and self-reliance for the women of Bihar, which witnessed participation from lakhs of sisters, Shri Modi remarked that today’s mega programme for youth empowerment in Bihar further reflects the priority their government accords to the youth and women of the state.

Emphasising that India is a nation of knowledge and skill, and this intellectual strength is its greatest asset, the Prime Minister remarked that when skills and knowledge align with national needs and contribute to fulfilling them, their impact multiplies manifold. He highlighted that the demand of the 21st century is to rapidly advance local talent, local resources, local skills, and local knowledge in accordance with the country’s requirements. Underscoring the significant role of thousands of ITIs in this mission, Shri Modi remarked that currently, ITIs offer training in nearly 170 trades, and over the past 11 years, more than 1.5 crore youth have been trained in these disciplines, gaining technical qualifications across diverse sectors. He noted with pride that these skills are imparted in local languages, enabling better understanding and accessibility. This year, over 10 lakh students participated in the All India Trade Test, and the Prime Minister had the opportunity to felicitate more than forty-five of them during the event.

Prime Minister expressed pride in the moment, noting that a large number of the awardees hail from rural and remote parts of India. He highlighted the presence of daughters and Divyang companions among them, and commended their hard-earned success through dedication and perseverance.

“India’s ITIs are not only premier institutions for industrial education but also serve as workshops for building an Atmanirbhar Bharat”, exclaimed the Prime Minister emphasising that the government is focused on both increasing the number of ITIs and continuously upgrading them. He noted that until 2014, there were only 10,000 ITIs in the country, but in the past decade, nearly 5,000 new ITIs have been established. Shri Modi highlighted that the ITI network is being prepared to meet current industry skill requirements and anticipate future demands over the next ten years. To strengthen this alignment, coordination between industry and ITIs is being enhanced. He announced the launch of the PM SETU scheme, which will benefit over 1,000 ITI institutions across India. Through this initiative, ITIs will be upgraded with new machinery, industry training experts, and curricula tailored to present and future skill demands. “The PM SETU scheme will also connect Indian youth with global skill requirements”, stated Shri Modi.

Noting that thousands of youth from Bihar have joined today’s programme, Shri Modi remarked that this generation may not fully grasp how the education system in Bihar was devastated two to two-and-a-half decades ago. Schools were not opened sincerely, nor were recruitments conducted. The Prime Minister emphasized that every parent wishes for their child to study and progress locally. However, due to compulsion, lakhs of children had to leave Bihar and migrate to places like Banaras, Delhi, and Mumbai. He identified this as the true beginning of migration.

Shri Modi remarked that reviving a tree whose roots have been infested is a formidable feat, and likened the condition of Bihar under opposition’s misgovernance to such a tree. He stated that fortunately, the people of Bihar entrusted Shri Nitish Kumar with the responsibility of governance, and the entire team of the coalition government worked collectively to restore the derailed systems. The Prime Minister affirmed that today’s programme offers a glimpse of that transformation.

Expressing satisfaction that Bihar has received a new Skill University during today’s Kaushal Convocation Ceremony, the PM noted that the government led by Shri Nitish Kumar has named the university after Bharat Ratna Jananayak Karpoori Thakur. Shri Modi highlighted that Bharat Ratna Karpoori Thakur dedicated his entire life to public service and the expansion of education, consistently advocating for the upliftment of the most disadvantaged sections of society. He affirmed that the Skill University named in his honour will serve as a powerful medium to advance that very vision.

Prime Minister stated that their governments at Center and State are consistently working to modernize Bihar’s educational institutions. He informed that infrastructure expansion has commenced at IIT Patna, and the modernization of several major educational institutions across Bihar has also begun. Shri Modi announced that the Bihta campus of NIT Patna has now been opened for talented students. Additionally, he highlighted that new academic infrastructure foundations have been laid at Patna University, Bhupendra Mandal University, Jai Prakash University in Chhapra, and Nalanda Open University.

Highlighting that alongside strengthening educational institutions, the government led by Shri Nitish Kumar is actively working to reduce the financial burden of education for Bihar’s youth, Shri Modi noted that efforts are being made to ensure students do not face difficulties in paying fees for higher education. He stated that the Bihar Government has been supporting students through the Student Credit Card scheme, and a major decision has now been taken to make the education loans under this scheme interest-free. Additionally, the Prime Minister announced that student scholarships have been increased from ₹1,800 to ₹3,600.

“India is among the world’s youngest nations, and Bihar is one of the states with the highest proportion of youth”, remarked the Prime Minister, emphasizing that when the potential of Bihar’s youth grows, the strength of the nation increases. He affirmed that their government is working with full commitment to further empower Bihar’s youth. Shri Modi further highlighted that compared to the Opposition government in the past, Bihar’s education budget has been increased manifold. Today, nearly every village and hamlet in Bihar has a school, and the number of engineering and medical colleges has also grown significantly. He informed that the Central Government has recently approved Kendriya Vidyalayas for 19 districts in Bihar. The Prime Minister recalled that there was a time when Bihar lacked international-level sports infrastructure, but today, national and international sports events are being held in the state.

Highlighting that over the past two decades, the Bihar Government has connected 50 lakh youth with employment opportunities within the state, Shri Modi noted that in recent years alone, nearly 10 lakh permanent government jobs have been provided to Bihar’s youth. He pointed to the education department as a prime example, where large-scale recruitment of teachers is underway. He informed that in the last two years, more than 2.5 lakh teachers have been appointed in Bihar, resulting in both employment for youth and a significant improvement in the quality of the education system.

Underlining that the Bihar Government is now working with new targets, Shri Modi highlighted that the state aims to create twice as many employment opportunities in the next five years as were generated over the past two decades. The Prime Minister affirmed that the resolve is clear—Bihar’s youth should find jobs and work within Bihar itself.

Prime Minister remarked that this is a time of double bonus for the youth of Bihar. He highlighted the ongoing GST Savings Festival across the country and shared that he was informed about the happiness among Bihar’s youth due to reduced GST on bikes and scooters. Many young individuals have even planned to make these purchases during Dhanteras. Shri Modi extended his congratulations to the youth of Bihar and the nation for the reduction in GST on most of their essential items.

“As skills grow, the nation becomes self-reliant, exports increase, and employment opportunities expand”, remarked the Prime Minister. He recalled that before 2014, India was labelled among the “Fragile Five” economies, marked by low growth and limited job creation. Today, India is progressing towards becoming a top-three global economy, with significant growth in manufacturing and employment. Shri Modi highlighted unprecedented growth in manufacturing and exports in sectors such as mobile phones, electronics, automobiles, and defence. He noted that this surge has led to remarkable job creation across large industries and MSMEs, greatly benefiting the youth, including those trained in ITIs. He emphasized that the Mudra Scheme has helped crores of young people start their own ventures. Additionally, the Prime Minister announced the implementation of the ₹1 lakh crore Pradhan Mantri Viksit Bharat Rozgar Yojana, which will assist approximately 3.5 crore youth in securing employment in the private sector.

Affirming that this is a time filled with opportunities for every youth in the country, the Prime Minister emphasized that while alternatives may exist for many things, there is no substitute for skill, innovation, and hard work. The Prime Minister concluded by remarking with conviction that all these qualities reside within India’s youth, and their strength will become the strength of a Viksit Bharat and extended his heartfelt best wishes to all.

Union Minister Shri Jayant Chaudhary was present among other dignitaries at the event. Chief Minister of Bihar, Shri Nitish Kumar, Union Ministers, Shri Jual Oram, Shri Rajiv Ranjan Singh, Shri Sukanta Majumdar and other dignitaries had connected to the event through video conferencing.

Prime Minister Shri Narendra Modi laid the foundation stone, inaugurated development works worth around Rs 40,000 crore in Purnea, Bihar today. Addressing the gathering, the Prime Minister extended his respectful greetings to all. He remarked that Purnea is the land of Maa Puran Devi, Bhakt Prahlad, and Maharshi Mehi Baba. Shri Modi highlighted that this soil has given birth to literary giants like Phanishwarnath Renu and Satinath Bhaduri. He further noted that it has been the karmabhoomi of dedicated karmayogis like Vinoba Bhave and reiterated his deep reverence for this land.

Announcing the inauguration and foundation laying of development projects worth approximately ₹40,000 crore for Bihar, Shri Modi highlighted that these projects—spanning railways, airports, electricity, and water—will serve as a means to fulfill the aspirations of Seemanchal. He stated that over 40,000 beneficiaries have received permanent housing under the Pradhan Mantri Awas Yojana. The Prime Minister remarked that today marks a new beginning in the lives of these 40,000 families. He noted that entering a permanent home before Dhanteras, Diwali, and Chhath Puja is a matter of great fortune. He extended his congratulations and best wishes to all these families.

Stating that today’s occasion also serves to reassure his homeless brothers and sisters that they too will one day receive a permanent home, the Prime Minister highlighted that over the past 11 years, the government has built and provided more than 4 crore permanent houses to the poor. He added that the government is now working to construct 3 crore new homes. Shri Modi affirmed that until every poor citizen receives a permanent house, Modi will neither stop nor pause. He emphasized that prioritizing the marginalized and serving the poor is the core objective of his governance.

The Prime Minister stated that today, on the occasion of Engineers’ Day, the nation pays tribute to Sir M. Visvesvaraya, emphasizing the significant role engineers play in building a developed India and a developed Bihar. He extended his congratulations and best wishes to all engineers across the country. Shri Modi highlighted that the dedication and skill of engineers is evident in today’s event as well. He noted that the terminal building of Purnea Airport was constructed in a record time of less than five months. He announced the inauguration of the terminal and flagged off the first commercial flight. “With the launch of the new airport, Purnea has now been placed on the country’s aviation map”, stressed the PM, remarking that this will enable direct connectivity between Purnea and Seemanchal with major cities and key commercial hubs across the nation.

“Our Government is connecting the entire region with modern, high-tech rail services”, exclaimed Shri Modi. He flagged off one Vande Bharat, two Amrit Bharat, and one passenger train today. He announced the inauguration of the new Araria–Galgalia rail line and laid the foundation stone for the Vikramshila–Kataria rail line.

Mentioning that the Government of India has recently taken another major decision by approving the Mokama–Munger section of the Buxar–Bhagalpur high-speed corridor, the PM highlighted that this will greatly benefit industrial hubs such as Munger, Jamalpur, and Bhagalpur. He further announced that the government has also approved the doubling of the Bhagalpur–Dumka–Rampurhat rail line.

Shri Modi remarked that for the development of the nation, the development of Bihar is essential. He further highlighted that for Bihar’s progress, the development of Purnea and the Seemanchal region is crucial. The Prime Minister pointed out that the region suffered significant losses due to the misgovernance of previous governments. He stated that their government is now changing the situation. The Prime Minister emphasized that this region is now at the center of the development focus.

Highlighting that efforts are underway to make Bihar self-reliant in the power sector, the PM remarked that a 2400 MW thermal power project has been inaugurated in Pirpainti, Bhagalpur. He emphasized that their governments at the Union and State are committed to increasing the income of farmers and livestock rearers. Shri Modi also announced the foundation laying of the first phase of the Kosi-Mechi intra-state river link project, which will expand the Eastern Kosi Main Canal. This expansion will facilitate irrigation across lakhs of hectares and help address the challenge of floods. The Prime Minister noted that makhana cultivation has been a source of income for Bihar’s farmers, but previous governments neglected both the crop and the farmers. He asserted that it is the current government that has given makhana the priority it deserves.

“I had promised the people of Bihar the formation of a National Makhana Board. He announced that the Central Government has issued the notification for its establishment just yesterday”, stated the Prime Minister, emphasizing that the Board will work continuously to ensure better prices for makhana farmers and to enhance the use of technology in the sector. He further highlighted that the government has approved a plan worth nearly ₹475 crore for the development of the makhana sector.

Remarking that Bihar’s current pace of development and progress is unsettling for some, Shri Modi stated that those who exploited Bihar for decades and betrayed its soil are unwilling to accept that Bihar can now set new benchmarks. The Prime Minister highlighted that thousands of crores worth of development projects are underway across every sector in Bihar. He cited major achievements such as the hosting of the Hockey Asia Cup in Rajgir, the historic construction of the Aunta-Simaria bridge, and the export of Made-in-Bihar rail engines to Africa. He asserted that these accomplishments are difficult for opposition leaders to digest. Pointing out that whenever Bihar advances, opposition parties resort to insulting the state. He referred to a recent instance where one of the opposition party, compared Bihar to a bidi on social media, reflecting deep-seated contempt. He accused these parties of damaging Bihar’s reputation through scams and corruption, and now attempting to defame the state again as it progresses. He emphasized that individuals with such a mindset can never work for Bihar’s welfare. Those concerned only with filling their own coffers, he said, cannot care about the homes of the poor. The Prime Minister recalled that a former Prime Minister had admitted that out of every ₹1 sent by the government, ₹0.85 was lost to corruption. He questioned whether, under opposition rule, money ever reached the poor directly. Shri Modi highlighted that since the COVID-19 pandemic, every poor citizen has been receiving free ration. He asked whether such benefits were ever provided under opposition governments. The Prime Minister further noted that under the Ayushman Bharat scheme, every poor person now has access to free medical treatment up to ₹5 lakh. He questioned whether those who failed to build hospitals could have ever provided such healthcare benefits.

Prime Minister Shri Narendra Modi stated that opposition parties pose a threat not only to Bihar’s dignity but also to its identity. He highlighted the grave demographic crisis emerging in Seemanchal and Eastern India due to illegal infiltrators. Shri Modi expressed concern that people in Bihar, Bengal, and Assam are increasingly worried about the safety of their sisters and daughters. He recalled announcing the Demography Mission from the Red Fort to address this issue. The Prime Minister criticized the opposition alliance and its ecosystem for defending infiltrators and attempting to shield them for vote-bank politics.
Shri Modi asserted that these groups are willing to jeopardize both the resources and security of Bihar and the nation. Speaking from the soil of Purnea, he declared that every infiltrator must be removed. He affirmed that sealing infiltration is a firm responsibility of their government. Issuing a direct challenge, the Prime Minister called on leaders defending infiltrators to come forward. He stated that no matter how hard they try to protect infiltrators, the government will continue working with resolve to remove them. He warned those acting as shields for infiltrators that Indian law will prevail—not the whims of illegal entrants. He assured the nation that this is his guarantee: action will be taken against infiltrators and the country will witness the results. Shri Modi criticised the opposition alliance for promoting narratives in support of infiltration and declared that the people of Bihar and India are preparing to give them a strong and decisive response.

Prime Minister stated that the opposition has been out of power in Bihar for the past two decades, and credited the women of Bihar—its mothers and sisters—as the driving force behind this change. He remarked that during the opposition party regime, women were the primary victims of rampant crimes such as murder, rape, and extortion. Shri Modi highlighted that under our governments at Union and State, these same women are now emerging as “Lakhpati Didis” and “Drone Didis,” leading a transformative revolution through self-help groups. He praised the unprecedented success of the Jeevika Didi campaign under the leadership of Shri Nitish Kumar.

The Prime Minister announced that a Community Investment Fund of approximately ₹500 crore has been released for women. He explained that this amount will reach cluster-level federations, which will empower self-help groups across villages. He emphasized that this initiative will provide women with new opportunities to enhance their capabilities and economic strength.

Shri Modi said that for opposition, the welfare of their own families has always been their top priority, and they have never cared for the families of the people. He emphasized that for him, every citizen is part of his family. Therefore, he said, he worries about the people’s expenses and their savings. With several festivals approaching, including Diwali and Chhath, the Prime Minister announced a major gift from the government for the poor and middle class. He noted that today is 15 September, and exactly one week later, Navratri will begin. On that day, 22 September, GST will be reduced across the country. Shri Modi highlighted that GST has been significantly lowered on most daily-use items. Addressing the women present, he stated that the reduction in GST will substantially ease kitchen expenses. Items such as toothpaste, soap, shampoo, ghee, and various food products will become more affordable. He added that the cost of stationery used in children’s education will also decrease. This festive season, buying new clothes and shoes for children will be easier, as these too will be cheaper. The Prime Minister added by asserting that when a government truly cares for the poor, it delivers such impactful measures.

Recalling that the sons of Purnea had demonstrated India’s strength to the British during the freedom struggle, the Prime Minister remarked that once again, through Operation Sindoor, the nation has shown that same strength to its adversaries. Shri Modi highlighted the significant role played by a brave son of Purnea in the strategic execution of the operation. He emphasized that whether it is national security or national development, Bihar plays a vital role in the country’s progress. He concluded by urging that the momentum of Bihar’s development campaign must continue with full force.

The Governor of Bihar, Shri Arif Mohammed Khan, Chief Minister of Bihar, Shri Nitish Kumar, Union Ministers, Shri Rammohan Naidu, Shri Rajiv Ranjan Singh, Shri Jitan Ram Manji, Shri Giriraj Singh, Shri Chirag Paswan, Shri Nityanand Rai, Shri Ram Nath Thakur, Dr. Raj Bhushan Choudhary, Shri Satish Chandra Dubey were present among other dignitaries at the event.

Prime Minister Shri Narendra Modi addressed the International Conference on Gyan Bharatam in Vigyan Bhawan, New Delhi today. Addressing the gathering on the occasion, the Prime Minister remarked that Vigyan Bhavan is today witnessing the resurgence of India’s golden past. He highlighted that only a few days ago, he had announced the Gyan Bharatam Mission and within such a short span, the Gyan Bharatam International Conference was being organized. Shri Modi informed that the portal associated with the mission has also been launched. Stating that this is not a government or academic event, the Prime Minister emphasised that the Gyan Bharatam Mission is set to become a proclamation of India’s culture, literature, and consciousness. He reflected on the contemplative legacy of thousands of generations.
