The Lieutenant Governor of Ladakh, Shri Kavinder Gupta, chaired the 13th State Board for Wildlife meeting in Leh.

Addressing the meeting, Shri Gupta emphasised that Ladakh must serve as a model for achieving a fine balance between strengthening national security and safeguarding its invaluable biodiversity and high conservation value areas.

Shri Gupta also underlined the importance of adopting development strategies that both protect the nation’s strategic interests and preserve the Union Territory’s fragile ecosystem.

The meeting was attended by renowned wildlife expert Dr. M.K. Ranjitsinh Jhala; Chairman/CEC LAHDC Leh, Adv. Tashi Gyalson; Chief Secretary, Dr. Pawan Kotwal; Executive Councillor, Tashi Namgyal Yakzee; DGP Ladakh, Dr. S.D. Singh Jamwal; APPCF Ladakh, S. Rajesh; experts from the Wildlife Institute of India; senior officials of the UT Wildlife Department; and officers of the Army and ITBP.

The Secretary HUDD, Ladakh, Shri Sanjit Rodrigues, launched a Swachhata Campaign at Karzoo Pond (Zing) as part of Swachhata Hi Seva 2025, which will be observed from 17 September to 2 October 2025.

On the occasion, the Secretary administered the Swachhata Pledge and urged people to maintain cleanliness in their surroundings and contribute actively to the campaign.

As part of the drive, MC safaikaramcharis cleaned Karzoo Pond (Zing) and its adjoining areas.

The program was attended by Director ULB, Moses Kunzang; Administrator MC Leh and ADDC Leh, Sonam Nurboo; Executive Officer MC Leh, Stanzin Rabgias; along with staff of the Urban Local Bodies Department Ladakh, Municipal Committee Leh, representatives of Leh Development Group (LeDeG), and students of Moravian Mission School, Leh.

Shri Sonam Nurboo, Additional District Development Commissioner (ADDC), Leh, chaired a meeting to review preparations for the upcoming Ladakh Festival 2025, scheduled from 21 to 24 September.

Addressing the meeting, Shri Nurboo emphasised the collective role and responsibility of all committees to ensure the success and perfection of the festival. He also directed availability of adequate medical facilities during the festival.

The next review meeting is scheduled for 19 September.

The Lieutenant Governor of Ladakh, Shri Kavinder Gupta, inaugurated the newly constructed Office, Residence, and Patwar Khana of Sub Divisional Magistrate (SDM) in Kharu, Ladakh, today.

The complex, built at a cost of Rs 20.58 crores, is expected to significantly improve the revenue administration in the sub-division and provide better facilities for both officials and the public.

The lieutenant governor also inspected the Geothermal Heat Pump-based Space Heating System installed at the Primary Health Centre (PHC) in Thiksey.

The Lieutenant Governor of Ladakh, Shri Kavinder Gupta, inaugurated two-day exhibition on the three new criminal laws, the Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA), organised by Ladakh Police at the Arya Nagarjuna Auditorium Hall at Central Institute of Buddhist Studies (CIBS) in Choglamsar, Leh today.

Speaking on the occasion, the lieutenant governor said, India ushered in a historic reform of its criminal justice system on July 1, 2024, with the implementation of three new laws—the Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA). These laws replace the colonial-era legislation with a framework aimed at ensuring faster justice, empowering victims, strengthening the use of technology, and safeguarding citizens’ rights.

The event was attended by LAHDC Leh Deputy Chairman, Tsering Angchuk; Chief Secretary Dr. Pawan Kotwal, DGP Ladakh Dr. S.D. Singh Jamwal, Executive Councillors and Councillors from LAHDC Leh; Principal Secretary, Sanjeev Khirwar; Principal District and Sessions Judge, Leh, Manoj Parihar; head of religious, political organisations, members of Civil Society Organisations, former MP Ladakh, Jamyang Tsering Namgyal; Vice-Chancellor, UoL, Prof Saket Kushwaha; Vice-Chancellor, CIBS, Prof Rajesh Ranjan; officials from Ladakh Police, heads of departments, government officials and students from various schools were present during the occasion.

The Chief Minister of Jammu and Kashmir Shri Omar Abdullah chaired a meeting from Civil Secretariat, Jammu to assess the situation caused by incessant rainfall in Jammu and Kashmir, which has triggered flooding in several areas, rising water levels, and damage to life & property.

The chief minister directed the officials to remain on high alert, ensure timely relief & rehabilitation, restore essential services, and take all measures to safeguard lives, while keeping constant communication with the public.

The Meeting was attended by all Ministers of Council, Advisor to Chief Minister, MLAs of affected areas and senior officers.

Kargil, 27 Aug 2025: The Lieutenant Governor of Ladakh, Shri Kavinder Gupta, emphasised the ambitious beautification plan for Kargil town, aimed at transforming key public spaces into vibrant recreational hubs to attract more tourists and extend their stay in the district.

Chairing a review meeting with the Kargil Development Authority on Tuesday, the Lt Governor laid stress upon identifying new sites across the district that could be developed into tourist-friendly spaces. He said Kargil’s tourism potential goes far beyond the existing attractions and there is a pressing need to explore and develop new locations—such as riverbanks, hill viewpoints, cultural landmarks, and heritage sites—so that visitors get a wider experience of the district.

The Lt Governor observed that creating multiple recreational and leisure zones across Kargil would not only disperse tourist footfall evenly but also generate new livelihood opportunities for the local population. He called upon the Authority to prepare a comprehensive roadmap that highlights unexplored natural spots and integrates them into the broader tourism circuit of Ladakh.

Shri Kavinder Gupta also called for expediting the beautification of Bul-Bul Bagh, Sher Bagh, and the Riverfront at the Tourist Facilitation Centre, which are to be upgraded with landscaped parks, pedestrian walkways, gardens, and seating areas designed to blend modern amenities with the natural charm of the region.

“Tourists come to Kargil for its history and breathtaking landscapes, but we also need to provide them spaces where they can relax, unwind, and engage with the local culture. The creation of such aesthetically appealing and functional spaces will not only enhance the beauty of the town but also encourage visitors to extend their stay,” he said.

The Lieutenant Governor further directed officials to ensure that the beautification projects reflect Kargil’s cultural ethos while meeting sustainability standards. He underlined that Ladakh’s tourism growth must be linked with environmental responsibility, creating a balance between development and preservation of its fragile ecosystem.

By focusing on urban aesthetics alongside adventure and heritage tourism, he hopes to position Kargil as a more vibrant and tourist-friendly destination in the coming years.

The officials, comprising Deputy Commissioner Kargil, Rakesh Kumar; SSP Kargil, Shree Raam R, along with Engineering wing from KDA, discussed key projects in the town area of Kargil district for the promotion of tourism to ensure their maximum stay in Kargil. The officials also apprised the Lt Governor regarding the completion of the first phase of the River View Front at TFC, while the detailed project report for the second phase is ready.

The Indian Army organised Chai Pe Charcha with Sarpanchs and Panchs along with few locals at Solki in Rajouri. The program was attended by Sarpanchs and Panchs alongwith few locals of the area. All members paid keen interest and participated in the discussion. The aim of the meet was to bring out critical issues faced by local villagers through meaningful discussions and enhancing relations with the Indian Army.

The event encouraged open and constructive discussions on various topics including community development, enhancing socio-economic status, progress of villages and the role of local governance in shaping the future of the community.

Discussions in this meeting revolved around key issues such as infrastructure development, healthcare services, mental hygiene, education and sustainable community initiatives. In an effort to enhance the development and security of local villagers, an important step is being taken to strengthen the relationship between army personnel and village Nambardar, Sarpanchs, Panchs, Ex-servicemen & locals.

A total of 19 (02 Lambardar, 03 Sarpanch, 08 Panch & 05 ExSM & attended the event and expressed their gratitude for the continuous support rendered by the Indian Army for motivating and guiding the locals for better social and economic status.

Leh, 25 August 2025: The Agriculture Department organised a one-day training camp for farmers in Shara village, under the aegis of the Agriculture Technology Management Agency (ATMA), today. The program, aimed at equipping local farmers with modern agricultural techniques and knowledge, was attended by 30 participants.

The training camp was headed by Sub Divisional Agriculture Officer, Leh, Mohd Ramzan. Key resource persons for the event included Agriculture Extension Officer, Kharu, Ms. Kunzang Dolma; Agriculture Extension Officer, Leh, Ms. Tsering Dolkar; and Jr. Agriculture Extension Officer, Leh, Ms. Stanzin Idong.

Farmers received training on a wide range of topics crucial for improving agricultural productivity and sustainability in the region. The sessions covered practical skills and knowledge on:
 * Package of practices for Ladakh Green House
 * Preparation of vermicompost
 * Integrated pest management
 * Seed production
 * Mushroom production
 * Millets production
 * Natural farming

In addition to the technical training, farmers were also briefed on various departmental schemes available to them, with the goal of encouraging them to leverage government support for their agricultural ventures.

SRINAGAR, 23 AUGUST 2025: The Juvenile Justice Committee of the High Court of Jammu & Kashmir and Ladakh in collaboration with UNICEF India today organized a one day Annual Stakeholders’ Consultation on “Safeguarding the Girl Child: Towards a Safer and Enabling Environment for Her in India” at the Jammu & Kashmir Judicial Academy, Moominabad, Srinagar. 

The programme was inaugurated by Chief Justice, High Court of J&K and Ladakh, Arun Palli, in the august presence of Justice Sindhu Sharma (Chairperson, Juvenile Justice Committee), Justice Rajnesh Oswal,. Justice Javed Iqbal Wani, Justice Mohd. Akram Chowdhary, Justice Rahul Bharti, Justice Moksha Khajuria Kazmi, and Justice Shahzad Azeem besides Judges High Court of J&K and Ladakh. 

The inaugural session was attended by the Commissioner Secretary, Social Welfare, MD National Health Mission & Secretary Education and Skill Development. 

The proceedings opened with a reminder of the timeless Sanskrit maxim that “where women are honoured, divinity prevails”, underlining that safeguarding and empowering the girl child is not merely a statutory duty but a sacred social obligation. 

The speakers noted that despite constitutional and legislative safeguards, girls continue to face challenges of safety, discrimination, limited access to resources and societal biases, necessitating joint action by the State, judiciary, and civil society. In her welcome address, Justice Moksha Khajuria Kazmi emphasised that safeguarding the girl child is a moral, constitutional and societal imperative. She stressed that while significant progress has been made through legislation and policy, the true challenge is to ensure that these protections reach the most vulnerable and voiceless children. 

Justice Javed Iqbal Wani highlighted the stark realities faced by the girl child, including declining child sex ratios, barriers to education and higher mortality rates. He attributed these concerns to entrenched biases and economic factors, calling for a comprehensive approach combining stronger laws, awareness and empowerment measures. 

Justice Mohd Akram Chowdhary reiterated that ensuring safety and dignity for the girl child is not only a statutory duty but also a moral obligation of society at large. He acknowledged the progress made in Jammu and Kashmir and Ladakh, while stressing that continued collective effort is needed to overcome persisting challenges. 

Vijay Lakshmi Arora, Child Protection Specialist, UNICEF India, in her address, described the protection of the girl child as a moral imperative alongside a legal duty. Citing both progress and persisting challenges in Jammu & Kashmir, she highlighted that neonatal and infant mortality rates have seen remarkable declines and child marriage rates are among the lowest in India and sex ratios at birth have improved. 

Delivering the keynote address, Justice Sindhu Sharma, Chairperson of the Juvenile Justice Committee, reflected upon the paradox of the girl child in India who is celebrated as a symbol of strength and resilience, yet disproportionately burdened with discrimination, poverty and violence. She called for a collective societal responsibility to translate the legal protections into lived realities of safety, dignity and empowerment. 

In his Presidential address, Chief Justice Arun Palli emphasized the need to move beyond safeguarding to empowering the girl child. While acknowledging the constitutional and legislative safeguards in place, he underlined that true change lies in shifting societal mindsets and celebrating the girl child as an equal and indispensable part of India’s future. 

The day-long consultation featured four thematic technical sessions; each chaired and moderated by distinguished experts and administrators, covering key areas of concern. 

The first session focused on legislations, programs and schemes for the girl child in J&K and Ladakh, with senior bureaucrats and child rights experts presenting a detailed overview of government interventions and gaps. 

The second session examined advancing gender equity through education and skill development, highlighting reforms in the school education sector of both Union Territories, as well as opportunities in vocational training, sports and digital literacy for adolescent girls. 

The third session deliberated on enhancing the access to justice, legal aid and community support for at-risk girls. 

Judicial officers, police officials and NGOs presented their experiences and field practices, stressing the importance of child-friendly policing, institutional collaboration and community awareness. 

The fourth session addressed gender-based health inequities with health and nutrition officials of J&K and Ladakh discussing the maternal health, reproductive services, adolescent mental health and targeted interventions for nutrition under national flagship schemes. 

The valedictory session was chaired by Justice Sindhu Sharma in presence of Justice Moksha Khajuria Kazmi. 

Hilal Ahmad Bhat, Child Protection Specialist, UNICEF J&K, summarized the action points of the day and outlined the Action Plan 2025–26. 

Special remarks were delivered by Rajiv Gupta, Registrar Vigilance, High Court of J&K and Ladakh, followed by the valedictory address of Sonia Gupta, Member Secretary, Juvenile Justice Committee, who emphasized the need to carry forward the collective resolve into actionable frameworks. 

The programme concluded with a vote of thanks proposed by Shama Sharma, Secretary, DLSA Rajouri. 

The consultation also witnessed huge number of virtual participation from the various departments of UT of J&K and UT of Ladakh 

The consultation reaffirmed the High Court’s commitment, through its Juvenile Justice Committee, towards strengthening child protection systems and ensuring justice, dignity and equal opportunities for the girl child in Jammu & Kashmir and Ladakh.

The Central Administrative Tribunal (CAT), Jammu Bench, comprising Hon’ble Mr. Sanjeev Gupta, Member (Judicial/HoD), and Hon’ble Mrs. Pragya Sahay Saxena, Member (Administrative), conducted the Circuit Sitting at Alternate Dispute Redressal Centre in Melongthang, Leh, today on 23rd August 2025.

During the sitting, the Bench heard cases pertaining to Leh. A total of nineteen cases were listed, out of which four matters were dismissed, one Original Application (OA) was disposed of, and one contempt petition was closed, as informed by Shri Ravi Prakash, Court Officer. The majority of the cases were related to transfers, recruitments, and SSC examination matters.

The proceedings were further facilitated by a five-member support team including Smt. Indrani Nath, Shri Ashok Kumar Sharma, and Shri Ravi Prakash, alongside the Hon’ble Members.

The next Circuit Sitting of the CAT at Leh is scheduled for 1st November 2025.

The Lieutenant Governor of Ladakh, Shri Kavinder Gupta, reviews series of flagship infrastructure and development projects during his visit to Silvassa on the second day of his tour to the UT of Daman and Diu & Dadra and Nagar Haveli.

The Lieutenant Governor was accompanied by First Lady Smt Bindu Gupta and Advisor to the Administrator, Shri Amit Singla, IAS. 

The Lt Governor first reviewed the ongoing expansion of NAMO Hospital, being upgraded from 316 beds to a 1,270-bedded multi-speciality teaching hospital at a cost of Rs 955 crore. The project will cater to residents of Daman & Diu, Dadra & Nagar Haveli and neighbouring states, ensuring advanced medical facilities.

At Swami Vivekananda Vidya Mandir, one of India’s largest government schools with 12,000 students, the Lt Governor interacted with teachers and reviewed the ICT-enabled classrooms. Spread over 47,956 sq mt with 245 classrooms and 214 teachers, the school is a model for modern education.

Shri Kavinder Gupta also inspected the NAMO College of Allied Health Sciences and the NAMO Medical Education & Research Institute, both established in 2019, aimed at addressing the shortage of paramedical professionals, doctors and specialists in the region.

The Lt Governor then visited the Galonda Kolipada Nandghar, opened in 2024 under Mission Saksham Anganwadi and Poshan 2.0, which provides nutrition, early education for children and support for mothers.

Reviewing the SCADA system at the Bhurkud Falia Water Treatment Plant on River Daman Ganga, with a 14 MLD capacity, he noted its role in ensuring potable water for 11 villages across four Gram Panchayats. He also lauded the Ayushman Arogya Mandirs, with all 95 health and wellness centres now fully operational, delivering comprehensive primary care under IPHS norms.

The Lt Governor’s last stop was at Naroli Road flyover project, which includes a cafeteria, parking, and toilets (Rs 70 lakh), a table tennis and chess area (Rs 1.80 crore), and a multi-sports complex featuring a 10m Air Rifle/Pistol Range, basketball and pickleball courts (Rs 2.90 crore). These facilities, he said, will promote youth engagement, fitness, and holistic growth.

LG Kavinder emphasised that these initiatives reflect the Modi Government’s commitment to inclusive development and to raising the quality of life in the Union Territory through modern infrastructure and people-centric projects.

Leh, 18 Aug 2025: Secretary Social and Tribal Welfare, Shashanka Ala, chaired a review meeting to assess the implementation and progress of the Poshan Tracker, a digital platform under the POSHAN Abhiyan aimed at monitoring nutritional outcomes across the state.

The meeting focused specifically on addressing the status and rehabilitation of children identified as Severely Acute Malnourished (SAM) and Moderately Acute Malnourished (MAM). District officials, CDPOs, ICDS supervisors, and other key stakeholders participated in the discussion, providing updates on field level data, intervention strategies, and challenges faced in real-time data reporting.

During the meeting, Secretary Ala emphasised the critical need for accurate and timely data entry in the Poshan Tracker to ensure that children suffering from malnutrition are identified promptly and receive immediate intervention. She called for strengthened coordination between Anganwadi Workers (AWWs), health officials, and local administration to facilitate door-to-door follow-up and regular monitoring.

The Secretary also directed officials to conduct monthly progress reviews and ensure community awareness campaigns in high burden areas. The department reaffirmed its commitment to the overarching goal of the POSHAN Abhiyaan to achieve a malnutrition free state through proactive, data driven governance.

The faculty and students of the Government Degree College Khaltse today celebrated the 79th Independence Day with great enthusiasm and patrotic fevour in the college campus.

The celebration commenced with Principal Dr Sameena Iqbal, hoisting the national flag followed by singing of the national anthem. In her address to the gathering, Dr Sameena Iqbal extended greetings to the faculty members, students and staff on this auspicious occasion. She emphasized the importance of upholding the values of freedom, unity and responsibility. She also encouraged students to contribute positively to the society and strive to excellence in their respective fields.

A Full Dress Rehearsal for the upcoming 79th Independence Day celebrations was held today in Kharu Sub-Division, with great patriotism. The event was presided over by Naib Tehsildar Stanzin Namgail.

The program commenced with the flag hoisting ceremony, followed by parades performed by students from various schools within the sub-division. The precision and discipline displayed by the young participants were a highlight of the event. The rehearsal was attended by students, school staff, heads of government departments, and other officials of the sub-division.

A full-dress rehearsal was held today at Nyoma on 13th August for the upcoming 79th Independence Day celebrations. The event, a final practice for the main ceremony on August 15, was a display of patriotic fervor and community participation.

The rehearsal was presided over by Naib Tehsildar Feroz Ahmed, who hoisted the National Flag and reviewed the march-past contingents. The parade featured students from various schools in the subdivision, demonstrating their discipline and commitment. Officials from government departments and local community members were present to witness the rehearsal and ensure all arrangements were in place for a smooth and successful celebration.

The chief minister welcomed them to public service with a call for doorstep advisory, productivity, and last-mile delivery for farmers.
